Are there any plans to introduce ftp folders so we can set up users with ftp accounts that redirect to specific folders rather than having an ftp account that goes to the root directory?

We have a plan for this in future but not at the moment. Besides, choosing a specific directory to start in can be done on the local machine.

Can it be done for remote users? I want to give an ftp account to a contributor to my site so that when he logs in he goes to his specific folder rather than to the root, how would I do this on the local machine?
